Changes in the structure of work and families over last four decades have increased many labour market inequalities. Growing earnings inequality, adverse ‘shocks’ for low-educated, geographically concentrated pockets deprivation are among most evident these Britain. The decade since financial crisis has brought inequalities into sharper focus, Covid-19 pandemic further exacerbated inequality. object this paper is to highlight key role played by poor wage progression lower- middle-educated workers understanding inequality designing effective policy responses. It unlikely that we can address all concerns about low wages, through tax welfare system alone. challenge how best balance benefit with other policies, such as human capital minimum regulation. results point a mix policies aim enhance lower-educated within supports low-earning provides floor hourly wages.
